The department of immigration controls the issue of visas and work permits
in the country. The visa issue process spans multiple government departments.
- Ministry of Health (MOH): The preventive medicine department of MOH through clinics located in 17
different locations in the country conduct medical tests to evaluate the fitness of work permit applicants.
These clinics need to access candidate information from the DNRD systems and after completion of tests send
application fitness information back to DNRD systems for enabling further processing of the visas.
- Department of Health and Medical services (DOHMS): Also provides medical test facilities
- Ministry of Labor (MOL): Before issuing of visit visa DNRD does a validation of Labor Contracts
to check criteria for issue of visit visas e.g. Remuneration and Employment categories.
All of these process involved filling up of paper forms and issuing of paper certificates with
the applicant having to perform different steps of the process at different locations and managing
the papers issued by each of these departments.
DRND spearheaded the effort to enable secure online connectivity between the systems at each location.
This effort was further complicated by the existing disparate systems at each of the departments.

After a detailed study and piloting of various possible solutions DNRD
decided that Microsoft BizTalk along with a layer of web services was a best way to go. The problem areas
which required orchestration and workflow were implemented in Microsoft BizTalk server and those areas
that required real time synchronous responses were implemented using .Net XML web services
BizTalk Server 2000 is a comprehensive solution that unites enterprise application integration,
business-to-business integration and BizTalk Orchestration technology, allowing the ministry to easily
build dynamic business processes that span applications and organizational boundaries. |

- Use of BizTalk enabled DNRD and the other ministries to use the existing legacy backend applications
without any changes simply exposing the required functionality via BizTalk and XML web services.
- Use of BizTalk has allowed a very short development cycle and quick deployment.
- Not having to build point to point integration applications for each department is a major saving in time and money.
- Reuse of development code has allowed a major cost saving.
- The system is based on open standards and vendor independent this will allow DNRD to new departments and
functionality to be integrated into the system at a later date.
- · The system allows individual departments to change and update their existing systems independent of each other.
